Unité Spéciale de la Police virus is a ransomware program that attacks computers located in Luxembourg. It’s a malware that accuses users of violating the law by using copyrighted content without having the legal right for that. It blocks your system and says it will only be unblocked when you pay a fine for violations you were accused of.
Unité Spéciale de la Police virus is installed to computers with a help of Trojan virus, so computer users would not notice it at the stage on infiltration. Once inside the program completely blocks your computer and does not allow to run any of your programs. You will not be able to start your Task Manager either. Basically, you will only see a message in the middle of your computer screen that looks like this:

Vous êtes accusé de visualisation/stockage et/ou de la distribution de matériel de caractère pornographique interdit (Pornographie juvénile/Bestialité/Viol, etc.) Vous avez violé la Déclaration universelle de la lutte contre la propagation de la pornographie juvénile et accusé d’un crime conformément à l’article 161 du Code pénal de la Grand-Duché de Luxembourg.
L’article 161 du Code pénal de la Grand-Duché de Luxembourg prévoit pour cela une peine d’incarcération allant de 5 à 11 ans.
En outre Vous êtes soupçonné d’avoir violé le “Droit d’auteur et les droits adjacents” (chargement de la musique piratée, vidéo et du logiciel) et de l’utilisation et/ou de la distribution du contenu se trouvant sous la protection du droit d’auteur. C’est-à-dire Vous êtes soupçonné d’avoir violé l’article 148 du Code pénal de la Grand-Duché de Luxembourg.
L’article 148 du Code pénal de la Grand-Duché de Luxembourg prévoit pour la punition une amende de 15G à 550 unités de base ou une incarcération allant de 3 à 7 ans.
Un accès non autorisé à l’information et à information d’importance nationale se trouvant dans le réseau Internet est exercé à partir de Votre ordinateur personnel.
L’accès non autorisé pourrait être organisé délibérément par Vous pour des motifs égo)stes, soit il pourrait se produire à Votre insu ou sans Votre consentement, puisque Votre ordinateur personnel pourrait être infecté par des logiciels nocifs. Ainsi, Vous êtes soupçonné avant toute enquête a mener de la violation non intentionnelle de l’article 215 du Code pénal de la Grand-Duché de Luxembourg “Loi sur l’utilisation imprudente et négligente des moyens de calculs et des ordinateurs personnels”).
Beware that it is a bogus notification that uses that name of Luxembourg Police and other institutions of like Computer Incident Response Center Luxembourg (CIRCL) or Interpol illegally. It has nothing to do with justice and it was created solely to rip off less experienced computer users.
If you have a closer look at the message by Unité Spéciale de la Police virus, you will see that it offers paying a fine using PaySafeCard payment system. It is not possible that police would use such methods to collect the fines. It is just one more proof that Unité Spéciale de la Police virus is a scam that must be removed.If your computer has more than one user account and not all of them are locked, scan whole PC with anti-malware programs, e.g. spyhunter, by logging to the account that is not blocked. Another option is to use system restore. If none of these methods worked for you, do the following:
- Restart your computer;
- Press F8 while it is still restarting;
- Choose between safe modes in following order: Safe mode, Safe mode with command prompt

If your computer runs in Safe mode or Safe mode with networking
- Launch MSConfig.
- Disable startup items rundll32 turning on any application from Application Data;. Note, that these are typical locations for Unité Spéciale de la Police virus but some others might be used.
- Restart the system once again.
- Scan with https://www.2-viruses.com/downloads/spyhunter-i.exe to identify Unité Spéciale de la Police virus files and delete it.

If your computer runs in Safe mode with command prompt
- Run Regedit.
- Search for WinLogon Entries. Write down all files it references that are not explorer.exe or blank. Replace them with explorer.exe
- Search registry for Unité Spéciale de la Police virus files and delete the registry keys referencing the files
- Try to reboot and scan with Spyhunter.
- If this fails, try doing system restore from safe mode with command prompt (rstrui.exe)
If none of safe modes could be launched
Some versions of Unité Spéciale de la Police virus disable all safe modes, but give a short gap that you can use to run anti-malware programs:
- Reboot normally.
- Start->Run.
- Enter: http://2-viruses.com/downloads/spyhunter-i.exe . If malware is loaded, just press alt+tab once and keep entering the string blindly. Press Enter.
- Press Alt+tab and then R couple times. Unité Spéciale de la Police virus process should be killed.

Hitman Pro USB disk
If you did not succeed using any of the methods above, try scanning PC with a bootable USB or DVD disk. These should be able to remove all versions of Unité Spéciale de la Police virus, but will not work if your hard drive is encrypted.

- Download Hitman Pro on uninfected PC.
- Run Hitman and ask to create Kickstarter USB (option on initial screen)
- When USB ready, reboot infected PC with USB attached and press DEL
